If you have a limited version of FSUIPC, there are no weather settings in it. Try reinstalling FSUIPC without entering any keys and try connecting FSrealWX and FS2004, it should work.

I reinstalled FSUIPC, run everything as administrator but it's stuck

Possible I am using rex for cloud texture but not for weather

Thank you for the screenshot, it shows that the connection to FSUIPC is normal, it is not a problem. So we need to check the FS2004 settings. See the help for version 3.0, the section for FS2004, the simulator settings should be as specified in the manual. Here is the link .
